Like its predecessor, it is a combination of JRPG and social simulator and retains most of the same game mechanics. It is directed by Hashino Katsura. Meguro Shoji returns to compose the music with the vocal songs performed by Hirata Shihoko. Character designs are again done by Soejima_Shigenori. It is set in the same universe but features a different cast of characters. It is one of the most light-hearted entries in the Shin Megami Tensei franchise, having considerably more humor than other games as well as having a brighter color palette with the dominant color being yellow. The game was released on July 10, 2008 for the Playstation 2. It has received an updated rerelease for the Playstation Vita called Persona 4 Golden which adds more social links and an extended ending.

It has received a manga and an anime adaptation. The anime premiered in 2011 and condenses the game's story but also expands on some aspects of the game. It received a 2D fighting game sequel titled Persona 4: The Ultimate in Mayonaka Arena in 2012. It has also been adapted into a stage play that lasted from March 15, 2012 to March 20, 2012.

The protagonist, named Narukami Yu in the anime and fighting game sequel and Seta Souji in the manga, has just arrived in the calm rural town of Inaba to live with his relatives Detective Doujima Ryotaro and Doujima Nanako for a year. The protagonist enrolls in the local school and quickly befriends Satonaka Chie and Hanamura Yosuke. The peacefulness of the town is soon disrupted when a woman is found dead under mysterious circumstances; her corpse was draped over a telephone pole, but her body did not have any visible wounds. The protagonist soon learns of a rumor about the Midnight Channel, which only appears at midnight and supposedly shows the viewer's soul mate. He investigates this rumor along with Chie and Yosuke and they soon find themselves sucked into a television and into another dimension. As they explore the dimension, they discover information pertaining to the recent death and realize the woman was murdered by someone pushing her into the TV world. The heroes escape the dimension with the help of a bear like creature named Kuma.

Things take on a more personal edge for the heroes once Konishi Saki, Yosuke's crush, is killed in the same manner as the woman and the protagonist and Yosuke return to the TV world to investigate. Once there, they are attacked by an evil doppelgänger of Yosuke named Shadow Yosuke who taunts Yosuke by exposing his deepest insecurities and flaws causing Yosuke to have a breakdown and screaming that the shadow isn't him. The protagonist and Yosuke manage to defeat Shadow Yosuke and Yosuke manages to regain his composure, accepting that the shadow is a part of him and the protagonist is still his friend even after hearing all the bad things the Shadow said about Yosuke. The two realize that the Shadows were killing the people thrown inside the TV.

Upon returning to the real world, the heroes resolve to travel back and forth between the TV world and real world to rescue people while they attempt to find out who is throwing people into the TV.

The game is thematically built around discovering and accepting the truth. Not only are the heroes trying to discover the truth of what is going on in Inaba but they are also learning that they can only grow as people once they stop lying to themselves.

The game's story was inspired by the works of mystery novelists such as Sir Arthur Conan Doyle, Agatha Christie, and Yokomizo Seishi. The game's setting Inaba, was based off of a town on the outskirts of Mt. Fuji. However, each developer has his/her own idea of what a 'rural town' should look like. The developers went location hunting to determine Inaba's look and ultimately designed Inaba to be a very mundane town, or in other words, a 'nowhere' place. The small nature of Inaba also reduced development costs, allowing Atlus to expand on other aspects of the game. Character designer Soejima also emphasized the difference between the characters who were from the countryside and the characters from the big city. Yosuke was also given quite a few accessories like headphones and a bicycle to show that he was originally from a big city as opposed to growing up in Inaba.

Much like its predecessor, the game was highly successful both critically and financially not only within Japan but internationally and helped increase the popularity of the Shin Megami Tensei franchise outside of Japan. Its success has led to the game being turned into a sub series of its own within the larger Persona and Shin Megami Tensei franchise. In Japan, the game sold 193,000 copies on its first week of release. It was also the highest selling PS2 game on Amazon for two consecutive weeks. The game was one of the recipients of the Games of the Year Award of Excellence at the Japan Game Awards in 2009. The game's massive success has also led to Persona 4 becoming the Persona game with the most video game spinoffs/direct sequels in the franchise's history making Persona 4 into a sub-series within a larger franchise, creating a sort of Persona 4 era that lasted until the release of Persona 5. The end of this era was even commemorated with a short animation clip featuring the main cast directly saying goodbye to the viewers.

Its North American localization notably avoids Americanizing the game and retains most of the Japanese cultural customs of the source including the use of honorifics. Much like Persona 3, this game received a remake with updated visuals that put it closer to Persona 5 called Persona 4 Revival.
